The Attorney General in a letter dated the 1st Instant pointed out that the circumstances of the recent visit of the Wyoming off Brem differed in law from the previous visit of that vessel in April last year, inasmuch as he had on that occasion reason to suppose she had both anchored and coaled in British waters. He, however, reported "that there was no local Ordinance which would adequately prevent supplies being taken from Hong Kong to Belligerent vessels anchored in the position of the Wyoming either recently or in April last," and intimated that he would without loss of time submit the draft of such an Ordinance.
Upon the receipt of this Communication I caused inquiries
